I have exchanged 3 other scolls at the PW Boutique agent, but there isn't a quest to exchange this one. can you please help?

It's exchanged at Assistant Wang Tsai rather than the PW Boutique Agent, is that the problem perhaps?

Correct Thank you, although it says exchange at PW boutique agent it is actually exchanged at Assistant Wang Tsai
